Champion Idea "Dazzle"

OK so i realize that there are probably a million of these and people hate them but i just wanted to get my idea out there even if it gets shot down.

So basically my idea is for a mage named "Dazzle". I kind of imagined him as being a younger boy (probably like 15 or 16, something like that). He would be dressed up like a cliche magician with the top hat, black cape, and black wand with the white tip. I kind of figured he would be focused mostly on ability power and not really have much attack power of defense. I don't have a lore made up for him but I do have ability ideas.

Also if you have any comments about things to change or if you would maybe like to create a lore for me then i would love to get some feedback from someone.

Passive - "Street Performer" - For each unit Dazzle kills with an ability he will receive a small amount of extra gold. (1 - 3 gold for minions) (2 - 10 for champions)

Q - "Heavy Bolt" - Dazzle fires a powerful bolt of magical energy at the targeted enemy. "Awaken Bonus" (Bonus from his ultimate) - The magical bolt also slows the target for 1 second

W - "Shadow Rush" - Dazzle flourishes his cape which completely surrounds Dazzle transforming him into a sphere of darkness that hops forward three times in a zig-zag. Each time Dazzle lands for another jump he releases outward a ring of darkness that deals damage and increases in size with each landing. "Awaken Bonus" - The shadow rings are 15% bigger.

E - "Dimensional Top Hat" - Dazzle removes his hat which emits a vortex to suck up 1 - 3 ally minions. Dazzle does not gain any experience or gold for sucking up the minions but Dazzle can then use however many minions he sucked up and fire them back out at enemies as a magical bolt dealing damage or healing allies. "Awaken Bonus" - The magical bolts fired from the hat create small explosions. Enemies hit directly with the bolt take full damage but enemies in the explosion take half the damage. Allies hit directly get the full healing effect and allies in the explosion get half of the healing effect.

R - "Awaken" - Within Dazzle lies the spirit of a sleeping magical god. When Dazzle activates his ultimate the god temporarily awakens for 30 seconds. (I am not sure if that is too short or too long because it might feel really short in the heat of a battle so it might have to be longer but maybe shorter because of being able to cast his modified abilities multiple times even without cooldown reduction so let me know in the comments what you think about the duration of his ultimate). All of Dazzles abilities receive a modification during the duration and Dazzle also gets cloaked in purple flames. Whenever Dazzle takes damage from an ability (not basic attack or modification like volibears ultimate wouldn't count because its just his basic attack hitting multiple enemies if that makes sense to you) the purple flames shoot out at the caster of the ability and return 20% of damage that Dazzle took. If Dazzle were to die during this duration then he would explode dealing area damage to all enemies. (Not too much though probably scaling with each level 150/200/250)

Also to try and clarify a little bit more for Dazzle's ultimate not affecting modified attacks I am going to give a few more examples of what i mean won't be countered by his ult just to help if you are confused. So volibear and his ult wouldn't count because its basically just making his basic attack hitting multiple enemies at the same time and its not an actual ability like Dazzle's Q ability. Another example is Ashe's "Ranger's Focus" which is just an increase of her attack speed or Lucian's ultimate probably would not count because it's basically just a barrage of weak basic attacks (unless you think otherwise if so let me know in the comments).
