Ideas how to make Hail of blades viable

Hi there. Im here to talk about Hail of blades. I like this rune very much but it seems like riot does not know how to change it to be better. Currently, there are not many champions that use this rune as their primary rune, I can only imagine 4 champions, out of 144, actually using it. Rune, that is in the domination tree, only dominates in first 7 minutes into the game and then gets outscaled, becoming so bad, that its **nearly useless**. I dont want this thing to be a rune that **cheeses **out the **early game**. I want it to be** viable** and **usefull** at all stages of the game. Heres **couple of ideas **how to make it better.

( Im not saying that every each one of them should be added. I would be happy if riot would choose at least one of them)

  1. Reset on champion kills. It`s Kinda obvious.
  2. Bonus scaling damage on the third aa.
  3. Bonus scaling damage on all aa.
  4. Third aa procks on-hit effects twice. Just like item 3124
  5. After a kill, gain burst of movement speed. Fits to the speed theme.
  6. After 3 aa, after that for each second that you are in a combat with a champion, you get stacks. When you leave the combat - for each stack that you have, gain some amount mana/energy.
  7. Change the cooldown from 4 seconds out of combat to 7/8 seconds out of combat with champions. Sometimes it makes you loose cs.

I like the 1,7 and 5 2,3,4 are allright 6 is kinda meh but, just like all of them, thats still an idea than can get exlored and eventually can evolve to something good.

I use it on Azir and Kalista. Im sure I could use it on more champions.

only change cooldown of this rune to 5 second out of combat with champions instead of 4 seconds out of combat

It's generally good on 3 hit quick burst champs. In ARAM I take it on Kindred, Tahm, Braum, Camille, J4 (I usually ad tank this, not assassin), Xin and Diana, Kalista could work but rarely play her as don't own her. Personal prefs though and it is a very unique rune compared to many, it can be used by all but only really good on a few, while DH can just be used on all and is good on all.

Options 4 and 5 might be op on Vayne, and if 4 exists it shouldn't stack with Rage, so you can't build both and get double the effect.

I thinks it’s fine, it goes well with Sivir and the tree itself doesn’t make you lose anything over prescision.

I like taking it on corki jungle with full Crit, being able to get those three fast aa when you don’t have a ton of attack speed is super good and you kill most squishies by the second.

I think Crit Yi takes it

It’s really fun on lethality twitch

Hail of Blades lets my Orianna support punish early aggression from Leona and Threshs. Combined with summoner 14 I can actually kill them for entering melee range, rather than them simply walking right through my burst, landing a hook at close range, and then shrugging off the damage and walking away even if they don't get the kill.

Nautilus Pyke Blitzcrank still get to walk away though. I honestly have no idea how their winrates aren't higher when they're so safe for the immense kill pressure they bring. Probably people counterpicking.

Please don't change Hail of Blades. It's my lifeline for dealing with your ban proof hook champions.

I've been advocating for option 1 since they made changes to it. It's baffling that it doesn't have this already. It would actually be a useful late-game rune if it could reset. And I think it should have a damage bonus of some kind. Not massive, but it needs to be small yet meaningful. Something like % Armor penetration on your attacks. Preferably this would be a very low damage bonus that would scale up higher by the end of the game. Something like 5-15% Armor penetration (based on level).
