[Champion Concept] Rosie, the Siege Mistress

Hello everyone! FrostOverlord here with a new champion concept, though I did have some help from my friend Dejara coming up with it! I'm quite proud of what we've got here for this first iteration, and wanted to share it. Based on some Early concept art of Braum, linked above, I present to you Rosie, the Siege Mistress.

A Noxian engineer bent on perfecting the art of besieging her nation's foes, Rosie is a high CC, melee tank, but you probably wouldn't think that looking at her stats. With the some of the lowest base health and armor values in the game at level 18, and no MR per level, you'd think she was a squishy fighter or support, and early game I imagine she'd play as one! However, thanks to her Passive, Siege Engine, she gains a unique form of tankiness as the game goes on in the form of a Regenerating personal barrier. By late game, I'd imagine her health bar would be more white than green!

Because she relies on this shield in order to be a tank, rather than a massive health bar, Rosie is resistant to the % Health damage effects that usually spell doom for other tanks. Unfortunately, though, she is left at the mercy of her shield's out-of-combat regeneration if she wants to rejoin a fight quickly, as healing effects are completely worthless when the majority of your health bar is a shield.

Note, that since I can't exactly test these values in the game itself, some of them might be off! In fact, because stat growth in league is non-linear(And the equation is more work than is worth to showcase a concept, trust me there), the level 18 values should be taken with a grain of salt for the most part. Numbers are more there to convey intent, and can change very easily. Judge the idea, rather than the numbers (though number suggests are welcome too!)

ABILITIES:

**Passive - Siege Engine: **

  • Nearby enemy lane minions drop 1/2/3 (levels 1/8/16) Scrap when they die, cannon and siege minions drop twice as much Scrap. Each piece of Scrap Rosie collects is integrated into her Siege Engine, granting her a permanent shield that slowly regenerates at a rate of 10-80(Based on level)(+1.5% of total shield value) per second after having been out of combat for 5 seconds. Scrap stacks indefinitely, with each piece of Scrap increasing the shield by 1 point.
  • Bonus attack speed is 40% less effective on Rosie’s Basic Attacks.

Q - Launch Sequence: Cooldown: 14/13/12/11/10 Cost: 70/75/80/85/90 Range: 650

  • Rosie launches herself in a target direction, dealing 70/100/130/160/190 (+30% total AD) physical damage and knocking back all enemies she collides with.

W - Thump: Cooldown: 15 seconds Cost: 80/100/120/140/160 Radius: 400/475/550/625/700

  • _Passive: _ Rosie’s basic attacks deal 5% plus (1% per 100 scrap) bonus damage to Structures
  • Active: Rosie stands the Siege Engine on its end, dealing 60/80/100/120/140 (+40% total AD)(+20% AP) Magic Damage and knocking up all enemies around her after a short delay. (Knockup travels outward from her after .6 seconds)

E - Hextech Barrier: Cooldown: 5 seconds Cost: 1 Barrier Charge

  • Passive: Rosie’s Siege Engine generates Barrier Charges while out of combat at a rate of 1 every 30/25/20/15/10 seconds, and is able to store up to 3 charges at once.
  • Active: Consumes a Barrier Charge to create a Spell shield around herself that lasts for 1 second.

**R - Besiege!: ** Cooldown: 200/180/160 Seconds Cost: 50 mana + 10/20/30 mana per second, 50 mana

  • Rosie Sets up the Siege Engine, creating a large Siege Barrier in front of her. The Siege Barrier intercepts all projectiles and basic attacks that strike it from the front, nullifying their crowd control effects and reducing the damage Rosie takes through the shield by 30/50/70%, half as effective against turrets. While Besiege! is active, Rosie cannot cast Launch Sequence or** Thump.** Moving cancels the ability early, placing it on a 20% reduced cooldown. After 3 seconds, Besiege! may be reactivated at an additional cost to knock back all nearby enemies, ending the ability.

Hextech Barrier Blocking Crowd Control - “Oh man, imagine if that’d hit.”

Blocking a Wind-Based Ability- "Mighty Breezy 'round here."

Besiege! First Cast - “Tear down this wall!” “Fire at will!” "Hold this Position!"

Second Cast (Hits an enemy champion) - “Shove off!” “Back off!” “Just where do you think you’re going?”

Notes for Ability Animations

Rosie's Siege engine is a large device similar to the one in linked art. There is a Piston at it's center which winds out the back end, then shoots towards the front of the device to deliver powerful blows. While for her autoattacks against champions she uses this device in a way similar to a battering ram, when attacking a turret she will place the Siege Engine against it and let the Device do it's work. Similarly, the piston punches the ground below her for Thump, and when using Besiege! it winds outwards in preparation for the second cast during the first few seconds of the ultimate.

In a perfect world, Structures she attacks would actually shake from the force of each hit.

Conceptually, I am loving this idea. Just being a siege tank on her own is always fun, but put a team behind her and watch the enemy scramble. I'm thinking how these numbers would act in game, especially with how the shield scales on her passive, and the recharge on her spell shield (E). Unfortunately we can't test this. item 3070 item 3070

I can see item 3027 , or just the Eternity passive in general being really good with her kit. Yes, item 3800 would be better if you dont want the AP, or you're behind on gold, and thus behind on stacks.

I'm also curious about how her shield would be affected by the Runic Shield Mastery, and how much that might put get scaling over the top. But again, taking the numbers with a grain of salt (instead of the pile that's in most matchmade games).
