Guardian of the Sands Xerath Chroma and Xerath Passive Re-Work

I would love Riot to make a Chroma for Gaurdian of the Sands Xerath because it is a good skin to mess around with on the color scheme. Also I wish Riot would either make a new Passive or Update his passive because it is not good late game. It is really useful early game getting that extra mana here and there, but after about 2 items or level 10 and up its just not useful anymore and so I would like to see Riot update or change Xerath's Passive. I have and idea for a re-worked Passive as states -

Mana Surge (Name does not Change) Every time Xerath hits an enemy champion with an ability, he gains back 10%/20%/30% of Mana cost for that ability. (Again, only applies to when he hits and enemy champion). If Xerath hits 3 abilities in a row he Gains - Energy Surge for 5 secs.

Energy Surge - Xerath's next ability will do 50% True Damage. Energy Surge has a Cooldown of 30/20/10secs

I would love Feedback on what you think about Xerath getting a Chroma for Guardian of the Sands and my idea of the passive re-work .
