Champion select based on champion elo

Good day,

So have been wondering for a while why this isnt a game mode.

You have a elo based on every champion. that elo is than broken down into sections; lets say 1-10 (1 being bronze 5 and 10 be challenger equivalent). Now when you go into champion select you will say you want to play a certain lvl (lets say 5), this will allow you to pick any champion in champion select that is lvl 5 or below. You will be put into que with everyone else also wanting to play at lvl 5. I feel this is important because you could be a amazing player on your carry but if you attempt to play anything other than your carry you will be stomped because it ques you to your main champion.

If I had this mode I would play every champion in the game because I would know every game is balanced for the champion I decide to play. It is also I good indicator to players on their champion diversity and skill. Plus if i was ranked low on a certain champ I would continue playing it till I got it to an acceptable lvl. Plus know how you rank up against friends per champion is always fun.
