I have always said you should get a skin for getting a penta kill on a champion, and for a while I just wanted them to make a "pentakill" skin for each champion, but I understand there is a whole lore around the pentakill band, however they could do simple skins for each champion, and name it the Op skin series. You get a pentakill with Viktor in game and unlock "OP Viktor"(or whichever champion you get the penta on) and it could/should be just a simple skin, that is otherwise unavailable.

I like the idea of prestigious skins, but I don't think it should be as simple as getting one penta kill. I actually think you should have to display a lot of skill and capabilities for that champion. That way when you actually do get a skin it will be more rare and will also carry around a lot more meaning.
