Nocturne Buff?

So Nocturne is a great champ but he's fallen off really he has low damage early game and his q and e don't do much damage. I think the q should have a longer range and be wider or do more damage and make allies and nocturne move faster on it. Also his E should do more damage in exchange for a slightly shorter fear. Tell me what you guys think!
