Who is responsible for the new Eve - Q definition ?

Champion Update: Evelynn, Agony's Embrace

Okay, anyone else is having issues with the new Eve? Beware of my lash ..... My problem is how the definition of her Q came out

Hate Spike -Evelynn lashes out in a target direction, dealing damage to the first unit hit. If the lash strikes a target, Evelynn's next three spells or attacks on that target will deal additional damage. If the struck target is a monster, a significant chunk of Hate Spike's cooldown will be refunded.

you can miss your initial skill shot. The actual "hate spikes" on the 3 recasts are like her current Q.

not enough though, the issue is the lane phase, you can't get enough control to last hit with it, and the see invis radius is so high you can't get close enough to a Minion to last hit it at all without taking some serious trade damage making the dorans ring pretty useless you ain't getting cs.

She's not meant to lane at all, is why. She's meant to stay in the jungle, as is current evelynn, though current evelynn at least has mana regeneration on her passive allowing her to have some lane viability.
