Herah and Bucket
Because the concept is playing two champs at once is never going to happen, I know this will never get official attention. I'm just screaming in an empty room. But legitimate criticism and suggestions is appreciated, ty.

Herah and Bucket the Mind and Body (working names and title)
All numbers and Xs are highly subjected for changes and tweaks, as well as incorporating possible stat improvements with every rank.
Passive- Herah and Bucket are a duo who need each other to live on, that can work together or separately controlled by one summoner, and have their own stats and items. Herah is ranged with a laser rifle (of some kind), while Bucket is melee with his fists and uses an energy bar. Herah carries two unique items that are in her inventory: Bucket’s Essence, that grants Herah bonus health regeneration and Bucket an X% damage output increase when Bucket is in range; and Herah’s Grenade Belt, that allows her to buy 1 of 3 augments for her W Grenade Toss. Herah may buy a new augment to replace the old one. These items cannot be sold. [Press the passive's icon or hotkey to jump between Herah’s and Bucket’s ability screens, while holding down the icon/button briefly will toggle the other partner auto attack autonomously; Hold alt to command the other partner; Gold generation is split between the two but may periodically (or when both are dead) transfer up to 50% gold to the other.]

hQ- Some kind of skill shot or AA enhancer. Or something else, she has a gun (could be pistol or rifle or something else). The only thing I can't think of.
bQ- Controlled Momentum; 75 energy : Bucket briefly increases his movement speed where the next basic attack will charge through the target, damaging and taking all enemies collided with, stopping short at first champion (Bucket is like a rake while a champion is a rock). Champions are pushed back a bit and heavily slowed by X% for 2 seconds. Champions are stunned instead if they hit an obstacle or wall. X energy is refunded if Bucket hits a champ, or X% cooldown reduction if not.
~~~Personal notes: This ability is a combination of many ‘first to the fight’ abilities from other champs. Not a fixed dash at first, it is a flat movement increase buff, then a poppy/shyvana charge at a target. The cooldown is pretty long for balance. Useful for setting up a grenade/surge combo. Hard crowd controls to counter.
rQ- First champ is dragged along, and pushed back at end of dash. Other champions are knocked aside.

Wp- If Herah and Bucket are near each other: Bucket’s damage output is increased by X%, and Herah gains increased mana regeneration by X.
~~~Personal Notes: The idea to this passive that they CAN be in different lanes, but are stronger together.
hW- Grenade Toss : Herah throws an AoE grenade at target location. She may buy augments from the shop for increased AoE effects that interact with Bucket’s Power Surge.
No upgrade: Physical damage with a brief slow in the center.
Explosive: Increased physical damage ratios and additional AP ratios, everything hit is briefly slowed, and left charred for a few seconds.
Tar: The brief slow is significantly heavier and impact leaves a wide zone that increasing slows enemies by 5% inside the zone with up to a cap of X% for 5 seconds.
Shock: Magic Damage instead, AP ratios, and a brief stun in the center.
~~~Personal notes: No upgrade has a small punch. Explosive is a bigger punch. Tar has a sticky punch. Shock has a magic shocking punch. Simple.
bW- Power Surge, 50 Energy : After a brief delay, Bucket emits a radial wave dealing magic damage to all enemies struck. Additional empowered effects with Herah’s Grenade Toss. Each champion hit refunds 5 Energy.
Explosive: Deals additional physical damage to charred enemies.
Tar: If it hits an enemy under the slow zone, the tar ignites- burning tarred enemies for a few seconds. The slowing zone instantly ends.
Shock: Hitting recently shock affected enemies with Power Surge gives Bucket a strong but rapidly decaying movement speed buff. (weaker jinx passive)

rW- Empowered based on Herah’s augment.
Explosive: Range is increased and all enemies take bonus damage as if they were already charred.
Tar: Ignites automatically, all enemies are lit on fire.
Shock: Speed buff lasts a little longer (or decays slower) as long as something is hit.

Ep- Bucket can be revived for an uninterrupted extended channel of X seconds with X% of health.
~~~Personal Notes: This is what makes the duo special, the first retrieval revive to League.
hE- Repairs!; 125 mana : Herah periodically collects parts for Bucket, but only enough for one full repair at a time. She and Bucket channel for a max of 5 seconds as Herah repairs Bucket for X% for a max for X%. The next application of damage is increased by 50% if either is hit by non-minion damage, and Herah loses the remains of her parts for that repair. [No longer interrupted by monsters at rank 3 and epic monsters at rank 5]
~~~Personal notes: This channel consists a short tether between the two, Bucket may attack and move like normal with Herah who will try her best to stay close to repair him, but Bucket suffers noticeable movement reduction for the duration. Bucket’s body is in-tuned only to Herah, so he suffers a 50% heal penalty any source that isn’t from the fountain, Herah, or any items between the duo. Ally-given shields are unaffected.
bE- Lifesupport!; 100 energy : Bucket begins to tap into his inner energy channeling, reducing his speed. Target ally can be healed for X(AP) health and given a 10% attack and movement speed buff depending on how long Bucket charged. [Successfully healing someone refunds X Energy.] (The buff can only be applied after a second and length is capped at 5 seconds. The charge can be cancelled if activated again or after 8 seconds)

R- Soul Unity; 50 mana, X per second : Herah becomes untargetable and has increased health regeneration, as she and Bucket combine. Bucket gains increased stats based off of Herah and empowered offensive abilities. Bucket temporarily loses his innate cooldown/energy refunds, but abilities cost nothing. Herah may cancel the ability early and make a small dash from Bucket. If Bucket dies, Herah is dropped right there, instead. They may remain together as long as Herah has mana. Once separated, this ability goes on cooldown.
~~~Personal Notes: While in this state, you are automatically snapped to playing on Bucket’s ‘screen’ and abilities. Activate the ult again to end it early, where Herah will be prompt to a dash in a direction of choice for escape. Bucket’s energy resource bar is replaced by Herah’s mana bar. The mana bar acts as their de facto time limit for how long they remain together, and Bucket’s abilities no longer cost energy. When the ability ends, Bucket’s energy will be drained to zero and must regenerate over time. If Herah makes an early ejection, Bucket is immobile and vulnerable for a couple seconds.
I'm still working on visual example and lore. Here's some info for foundations:
Herah was born in Demacia, but grew up in Piltdover. Her father was a struggling inventor who built Herah a child-like robot companion. Appropriate for her age, she named it Bucket. Bucket's size and personality input increased over time with upgrades by Herah learned from her father. They have traveled all over runeterra, meeting many famous champions such as  ,  , and even  once. Eventually, with her father's guidance, bucket became big enough that it is able to comfortably put a being inside.
As Herah entered adulthood, she discovered that her father has a genetic disease that causes him to slowly but surely lose his bodily functions. He was able to hide it thanks to current technology, and knows Herah has inherited it as well. The adventures she had throughout her life with her father was him searching a source of power that can be infused with Bucket to purge all diseases from the body. Due to competitors, he couldn't ask famous champions such as  for help, as he dreamed of making a scientific discovery to make his mark in history. From their travels, he was close to discover the key to his goal, that lead them to (a location in runeterra). The disease takes him before he could set out do that and save his daughter from the same fate.
Now outside the narrative tone: Herah and Bucket set out to that final location and found a power source. However, the power source itself is alive, from some kind age long ago, and it doesn't even have a name or know what itself is (like Fizz). Try to imagine a cute ball of energy that looks kinda like poros or kirby. Herah is ambushed, by a faction with a famous champ (potential rival) who wants that power source, and is mortally wounded. The power source fuses with Bucket, rescues Herah by putting her in the suit, and escapes using her grenades. The now-possessed suit saves her by putting her on life support using the power her father was looking for. The power source's fusion with Bucket is apparently permanent and adopts Bucket's name. Herah knows that the champion and his/her faction will hunt them down for Bucket's healing power, so they head to the Summoner's Institute for sanctuary.
The institute will only protect the two if they are allowed to study Bucket, and participate in Summoner's Rift as two champions. Herah knows that she needs to stay with Bucket as the power source is unfamiliar in this new age, so she demanded the condition that they stay together on the battlefield.
After much discussion on the counteroffer: An agreement was made.
