The concept you presented is great and personally I would love every champion to have a bloodmoon skin some time in the future, because the whole skin line is just great.
That being said: In my opinion, Nami should be a low priority target for upcoming bloodmoon skins (read as: she should get one, but it should be a long way in the future), simply because she already has a japanese themed skin: Koi Nami.
