Should riot make this into a reality?

What if riot made "custom" skins a thing? i don't think that would be logical, since the game runs with transaction's and such.

BUT! think about it,

Making contests for people to create skins for champions and good ones could made into Legacy Skins or Normal Skins that cost 1800 RP. or Just letting people make "custom" skins and the lead team can ask/pick out good ones to make official?

i think that would be lovely since there's a bunch of champions with not really good skins or just less than 3 skins. It would be lovely to get more skins for like Zac or Azir. (Even if Zac isin't one of those champions you can make interesting skins for)
