Champion Concept?
So I just wanted to give my thoughts on a champion concept, what if we had a champion that could scale off of Movement Speed? I know we already have Hecarim for that but that's only for his E. My concept is a melee ranged rogue like champion that has high mobility, a gap closer and is high risk high reward. This is only an example but this is what I came up with.
So for this champion to scale off of Movement Speed I figured why not make their passive a "defensive" passive. And with the current items I don't think this champion would build only Movement Speed so I'm guessing this champion would have to be a stacking champion or gain MS some how easily.
Passive - Agility: Every +10 Movement Speed Champion A gains +5 Armor and +1 Magic Resistance.
Champion A gains stacks for killing minions, champions, and epic monsters with Bow Slice Minions = 1 Stack Champions = 3 Stacks Epic Monsters = 5 Stacks
1 stack = +1.5 movement speed.
Now I'm leaning toward more of the stacking side but I can't figure out another way to easily get MS in the kit.
Now to get the stacks and MS we need an ability (much like Nasus and Veigars Q) that the champion can Q spam but not in the same way where its a "one and done ability" maybe we could make the damage increase?
Q - Bow Slice: Champion A uses the bladed side of their bow on said target dealing 30/40/50/65/70 AD (+0), Champion A can continue to use Bow Slice increasing the damage by 25/35/50. Bow Slice will be reset if Champion A does not hit a enemy champion or kill a minion.
- Champion A has a maximum of 3 Bow Slices to increase Q's damage. Level 1 = 3 bow slices Level 3 = 4 bow slices Level 5 = 5 bow slices
Since this is a "rogue like champion" I wanted to give Champion A some sort of gap closer that scaled with movement speed. And could continually be casted again and again if the player landed the skill shot.
W - Annoy: Champion A dashes to a target landing on their head gaining +20% decaying movement speed for 5 seconds. If they successfully land on a champion within 3 seconds Champion A may jump to another target gaining +10% decaying movement speed this time with a maximum of 40%.
If Champion A has enough speed he or she can knock down a champion both allied and enemy. (not too sure about this)

On Ally Cast: Champion A leaps onto an ally not giving them a shield but blocking all skill shots, effects, and auto attacks for a short period of time.

On Enemy Cast: Champion A leaps onto an enemy damaging them for 80/95/110/130/150 (+0 AD) +50% of Champion A's current movement speed.
With the gap closer done I wanted to give this champion another damaging skill shot, so I gave it a short bow that can be fired with a key instead of a right click. Making this an auto attack and "ranged" champion.
E - Bow: Champion A fires their bow 5 times dealing 30/45/50/65/70 (+0 AD) with each shot increasing in damage by 25/40/50/65 (+0 AD) on the 5th and final arrow Champion A charges the shot dealing 50/60/70/80/100 (+0 AD) and 60% of their current movement speed and allowing the shot to go through targets.
For the ultimate I wanted to give this champion a high risk high reward type of deal. To the point where its all or nothing, do or die, you either get it and win or don't and suffer the consequences.
R - All In: Champion A enters a calm state consuming all of their stacks granting 15/25/30 +3/5/10 AD per 5 stacks allowing Champion A's E to go through targets, increasing the range, and allowing the 5th arrow to do 150/175/250 (+0 AD) True Damage.

If Champion A gets a kill with their ult they will gain back all the stacks and increasing the amount of stacks gained by +2. However if Champion A does not get a kill or dies with 4 seconds of activating ult Champion A loses all stacks and will have to restart from the very beginning.

Even if Champion A gets a kill within 4 seconds, they can still die and lose all the stacks. They have to wait for the timer.
The way I imagine this champion is a rogue archer who's very fast on their feet, especially this one. Lets say this champion's name is Amber, a delicate female archer who isn't afraid to get up and close with her modified blade bow. She likes to climb onto people getting right under their chins and swing her bow at them making a ferocious whistling noise as the blade cuts the air. Once she immobilizes her target she can simply fall back and shoot from her short bow. Some how Amber has found a way to mastering both melee and ranged and formed a unique technique all by herself.
