Reworking Taric or making him stronger?

Probably needing a rework pretty badly. His kit is very interesting, but he needs a lot of visual changes to make him look more interesting. I rarely see any competitive play with Taric. I suggest a change like Sion where his ult is dynamic and cc heavy. His heal looks very "normal". It needs to be more abstract like other champions like Janna and Soraka. I have not seen Taric being played any ranked or nomal games from season 3. In the comments, maybe add some ideas about the change.
