[Client] FPS cap does not work, ping never stops going from 70-500.

So very recently I have been experiencing very harsh lag. This has happened for about 4 days now, and it is really starting to bug me. I have a MacBook Pro (13-inch, Late 2011). My processor is 2.4 GHz Intel Core i5. Also, currently running on OS X Yosemite 10.10.1. I still have 390 GB left on my computer, so I know it can't be my computer because I have not downloaded anything large in memory that would affect my computer. (yes I know, mac sucks at playing games, but it used to never do this or it was fixed about in a day) During games, I load the slowest, this has started to happen when I upgraded (more like downgraded) to Yosemite. When the game starts I get around 60 fps and 100 ping and I have my fps capped at 60. As the game is going, the fps goes to 70 and then goes down to 10fps just in lane when no action is happening. My ping is doing similar things y going from 70 ping to 300 ping all the sudden. Also, I try to cap the fps at 25, but the fps stays at 60. This continues throughout the whole game for the past 6 or so games now. Thinking it will be fixed, I have played a few ranked games with a loss, my teammates have got mad at me. This may be caused by my internet, but I was wondering if anyone has experienced this before and knows how to fix it. I'm thinking it is the server because nothing has changed about my internet and my computer. (Additional Info. Im not sure if this affects anything, but I live in Mountain Time Zone. This may be a bug, or it may just be me.)

FPS and Ping are not related. End of story.

Vsync does lower your FPS. That's the way the technology works.

FPS cap not working would be a bug.

UPDATE: Lol, my bad. The fps cap is still probably a bug, but looks like it was my internet giving me constantly bad ping.
