Champion shard! not Random!

It has been told that champion shard is being provided in a random manner. I am currently level 110 so u can calculate how many shards i would have openend till now. I have gotten the same champion shards again and again over this period of time. like 20 ashe(other 90 essense) shards and 5 or 6 shards of the same champions this doesnt make any sense? i have all the champions in this game atelast they could have the check to provided me a shard which hasnt been provided to me before! I bet they have some kind of code to give me champ shards which i play the least so that i can never use it! I have aboput 5 champs for which i have necessary level 6 and level 7 tokens but never received the champ shards for those. IF anyone has the same phenomenon comment below and make this be heard!
