She is a Noxian, but She escaped to Zaun. So my OC's region is Noxus but is living in Zaun? Can someone answer if it's possible

Sure. Riven is Noxian living in Ionia. Xin Xhao is from Ionia living in Demacia. Characters can be whatever you want them to be really.
