Time and Its Child

Though the character name is the same, this is a new gameplay kit of my own design.

TLDR; Cypher is a man locked in time. With a dagger in his heart, he is cursed to live forever, unable to experience the forward progress of time.

Many years have passed, and Cypher has adapted to his strange condition in ways that may look maniacal to weary onlookers. Around his chest lies an old timepiece, ticking.. incessantly ticking... Cypher focused always on the clock around his neck, ignoring its bladed companion. He bases his movements on the sounds of the hand as it rotated its way around.

I...II...III...IV...V...VI... Step.. speak.. time..moves..on... The methodical movements were so normal to him now, he barely thought of it. He was able to create time within his own devices. Artificial.

With him was a child, barely ten years, but a master of the words. Cast aside by parents unloving, the child sought refuge on the streets and between kind strangers and those who whispered and vanished. It was there that the child discovered a talent, a master of linguistics, able to remember and perfectly cast connotations, create and destroy worlds, and weave a story..

To understand time.

Cypher found him and took him in to tell his story. Unable to understand the novel of forward progression and write his own story, who better than the savant left to the wild for him to claim as his own? The child would tell for Cypher, and Cypher would protect them in return. A bond of a story and that without a story.

 **PASSIVE: BROKEN TIMEPIECE**

Cooldown: 360 When Cypher's life reaches 0, time freezes (game pause/global stun) for .5 seconds and Cypher is immediately transported 2 seconds back in time, to rewrite his story. (Ekko ult with no damage)

**OR **

Cooldown: 360 When Cypher is killed, only half of the kill gold is given. Times Child then runs to base very quickly, unable to be CC'd. If ran safely, Cypher's revival time is reduced. If not, the champion who originally killed Cypher receives 200g (+Shutdown gold)

 **Q ABILITY: A SWORD AND...**

Cooldown: 9 Cypher lunges towards the cursor, dealing physical damage along the way and briefly leaving Times Child. If Cypher contacts an enemy champion, the Child blinks to Cypher, dealing bonus magic damage on arrival. If Cypher does not contact a champion, he quickly leaps back to guard Times Child and the cooldown is reduced.

 **W ABILITY: SKIP.**

Cypher stores up to 3 charges, each generating every 30/27/24/21/18 seconds. When cast, Cypher skips timelines for .25/.3/.35/.4/.45 seconds, becoming unable to cast spells or attack, but gains a burst of movespeed and is untargetable/Invulnerable during the duration.

 **E ABILITY: ...ITS MAGICK**

Cooldown: 18/16/14/12/10 Cypher prompts the Child to read on of his many connotations. In a flurry, a designated area is shackled and frozen. All enemies caught in the shackle are stunned for .75 second and marked. The mark can only be detonated by Cypher's Q or auto attacks. If the shackle is broken, then the stun duration is increased to 1.25 seconds and Cypher gains a W charge.

 **R ABILITY: THEIR STORY**

Cooldown: 140/120/100 The Child is constantly following Cypher, writing his story. While this ability is on cooldown, Cypher does not gain passive gold, as time cannot progress for him.

_Passive: _ Cypher gains 10g/10s. When this ability is on cooldown, Cypher loses all passive gold generation.

Active Cypher commands the child write the story as he perceived and not as they. All enemy champions who have assisted in damaging Cypher in the last 3 seconds are warped back in time to their position two seconds prior. Cypher heals 20/40/60% of the damage received from those champions. He then begins the story anew.

OR

Cypher globally freeze the game for 1/1.5/2 seconds, regardless of tenacity. Cypher can roam freely during this time but cannot cast W or E or any summoners/items, as they need time to cast. If Q is cast in this time, Times Child will not rejoin him until the story resumes.



All numbers, cooldowns, etc are speculation and not required. They are there for a sense of understanding. This is my personal fan creation. 
I've been having fun with this particular character for a long time now. Any questions about his lore I can try to answer, just ask below.
As always I'm up for criticism. If its regarding game balance, dont bother lol Riot can make his numbers 0 and people will complain about that always. as stated, numbers are speculation.

For the alternative of the R. You should Change the wording from “freeze the game” to global suppression. Suppression is the one of the few types of CC that can’t be reduced through tenacity, airborne/knocked back is the other one (or two other non reduced CC’s if I am a dumbass) Suppression is easier for people to understand and it saves you some explaining on how this “freeze in time” works.

Very cool champion Idea!. This would be a very unique champion to have around in the game, and In terms of lore, one of the better one's I've witnessed. Where would this champion be from in Runeterra? I think ver.1 of the passive (time freeze)and the ver.2 of the ultimate (global freeze) are better, and I will be referring to R and P as those respective versions. I think if his ultimate affected a large radius, and reduced effectiveness over range it would be better. That way, positioning would be a learning curve, and you won't be totally screwing over people trying to respawn from fountain or something. Also, if you could use all your abilities during R, it would make it more viable. Your W would then be a blink, as he is skipping time even though time is frozen, and E changes from the child shackling an area into giving the nearest 1/2/3/4/5 champions a mark upon ultimate activation, and detonating them doing bonus damage while time is frozen. In terms of the passive, I don't believe the entire game needs to freeze, but maybe there you could put the First R (enemies who damaged him go back in time) there instead.

half of these abilities were tried out for ekko. the conclusion was they were unfun and near unbalancable
