teammate swap system (during game) CONCEPT

Teammate swap system where @ 25 mins in, a vote to the team with the least amount of kills is given the chance to kick someone out of their team and swap with someone from the opposing winning team. All 5 MUST vote yes in order for the 2nd vote to come in, and then they vote a person from the enemys to join their team

It will balance league of legends and therfore no more snowballs
