Level capsule

I reached level 275 when and there was a picture of a capsule the blue one but when i got into the Hextech crafting i didnt have a capsule i refreshed the game like 2 3 times but i still dont get it. Can someone help with something ?

Give it an hour, sometimes there's an unnecessary delay.
