Riot why haven't any skins the boards become anything

Over the couple months in the boards I've seen a ton of community skins, Some of them are in there EVERY WEEK and have over 100 upvotes. Like Pool Party Zac, I've seen that skin in the boards so much that it feels weird not seeing it.

How did Lee get a boxing skin riot? He has two abilites where he uses his feet and uses his hands to smack the ground... Punchout Vi Has been in the boards many times, how have you not seen it? I understand quality control, not all the skins are good and most don't make sense for a champion. Like that Grave leona one, But seriously These two skins are compatable with these champions and you didn't make them already

Seeing that skin on Lee leaves a bad taste in my mouth, like that is just disrespectful. You litterally have people begging you to make something that they will PAY you for and you don't do it. You don't even have to apply an effort into thinking about the skin. Theres probably already some guy who already wrote like a thousand paragraphs on how the skin should look exactly.
