(Custom Champion Concept) Hannah - Prisoner of War

I wanted her to be a combination of a fit, bulky woman who wears tattered clothes, their top is worn to a point where her stomach is revealed. Maybe bandages cover around her stomach, and they'd be wearing this big giant prison helmet of some sorts.
Her weapon would be an ax which is tied to her foot by a long shackle, and she carries it with her two hands.

#Abilities
(Innate) Whirl Passive: Hannah has no mana but has a charge counter that goes up to 6. Each time Hannah basic attacks, the counter goes up by 1, while if she uses a skill, her counter goes up by 3. When her counter reaches 6, she starts spinning her ax around her, dealing (1.0 AD) to surrounding enemies every second which can critically strike for 120% damage for 3 seconds; after this time, she can't charge her innate for 7/5/3 seconds.
Hannah has reduced damage (75%) on basic attacks without her ax.
(Q) Momentum CD: 18-11s Active: Hannah casts out her ax, and if it hits terrain, enemy units, or ally units, then she is tethered to that unit or terrain until Hannah recasts the skill or if 3 seconds pass.
Recast: Hannah goes to the targeted location around the tether, stomping on her way there, making enemies airborne. Cooldown starts after successfully casting Momentum.
(W) Stolid Silence CD: X-Xs Passive: Hannah's actions speak louder than her words When an enemy champion is hit by her abilities 3 times, they are marked with "X" for 7 seconds. If her mark is triggered or decays, the enemy champion can't be inflicted with the mark for 3 seconds.
Active: Hannah does a swirling kick, hitting enemies in all direction, triggering the mark and removing it. For every mark triggered, she gains a (Base*Level + 10% of Bonus HP) shield for 1 second. stacking when triggering multiple marks.
(E) Intimidation CD: X-Xs Active: Hannah briefly cripples an enemy by 50% for 1 second and debuffing them for 3 seconds. When the enemy is near Hannah, they are slowed by (14/18/22/26/30% depending on how full Hannah's HP is).
(R) Quiet Swan CD: 120-60s Active: Hannah throws her ax in front of her and swings it around twice, pulling enemies who are hit by the chain to her and damaging those who are hit by the ax. During this time, Hannah has reduced movement speed but regains it over the course of her ultimate.

(Q) cooldown at rank 5 increased to 11 from 10. (Q) Passive removed. (W) revamped. Ability no longer gives free shields to herself, unless, she triggers her mark, new passive, with her W, giving herself a shield that scales in rank and bonus HP lasting for 1 second which can stack. (E) cripple reduced to 50% from 75%, but duration has increased to 1 second from 0.75 seconds.
