Move shop into jungle...

Moving the shops into the jungle would create another point of contention. As in red side shop would be in the red side jungle and blue side shop would be in the blue side jungle. Yes it would make things harder and yes, it would be frustrating for people trying to get a new item but keep getting ganked however, that's what would make it fun. You would have to fight or earn the chance to buy an upgrade. Teammates might have to watch your back while you make a purchase. Or, you may have to kill off the entire enemy team so that all of your teammates and yourself can make a purchase, etc. Initially, I thought of one shop in each jungle but you could also make a central shop that each side can fight for control over. Anyways, just an idea to spice things up in league.

Adding needless points of contention hasn't benefited enjoyment of the game.

The original dragon change, when it was a scaling buff (before elementals), made bot lane a complete nightmare to play. It was 4-man ganks bot every single game, every couple of minutes. The elementals didn't fix the issue, but alleviated it just a little.

Then they added the scuttler, which added more ways for your jungler to get behind if they didn't pick a strong early duelist... but it wasn't too much of an issue since scuttle only gave 10 xp. But theeeen they shifted over 100 exp out of the jungle and into the scuttles, making it so contested that the jungler who could get it always got a massive lead and the laners needed to help secure it. Pushing the spawn to 3:15 also "didn't fix the issue, but alleviated it just a little."

You already have to fight to get the chance to upgrade your items because of the way gold income functions. Your suggestion fundamentally breaks one of the most important parts of the game, purchasing items in safety.

Sounds okay as a separate game mode, but never in ranked/norms
