Moz'Keeto, The Life Eater

A humanoid female void champ, her objective is to deny sustain and bypass shields when using her debuffs. Designed as a tanky support that deals damage through debuffs and manipulation of healing. She uses her tentacles to strike at her targets, but has melee attack range.
Passive: Leeching Aura - Moz'Keeto reduces total healing received by all enemies within 1000 range by 25% and is healed for that same amount. This percentage is doubled for any champion she has damaged in the last 5 seconds.
I made it total healing so that the effect is actually harmed by her own allies using Grievous Wounds.
Q: Bloody Expunge - Moz'Keeto marks the target champion for 4 seconds. During this time, the champion must be healed for 50/110/180/260/350 (+0.3 AP) health through regeneration effects, lifesteal and direct healing. If the target champion does not receive enough healing, all enemies near the target take 50/110/180/260/350 (+0.3 AP) magic damage.
W: Omnivore - Moz'Keeto's basic attacks remove shield effects. Shield effects removed in this way heal Moz'Keeto for 20/40/60/80/100% of the remaining health value of the shield.
E: Spirit Drain - Moz'Keeto channels a tether for 3 seconds. Slowing the target's movement and attack rate 16/22/28/34/40% and gaining the same amount as movement speed. Moz'Keeto may move while channeling this skill.
I wanted to give her a utility that enables her to use her ultimate and aid in chasing down a target, but didn't want it to do direct damage and felt that removing her ability to attack would keep her mostly in the support role. This is further balanced by disabling her ability to remove shields for the duration.
R: Essence Siphon - Moz'Keeto tethers herself to the target champion for the next 3 seconds. During this time, she drains 12/24/36% of the target's maximum health and heals nearby champions for the same amount. This drain is increased by up to 50% the closer the target is to Moz'Keeto. Shields cannot absorb the damage from this effect.
