Introduction Roused from his sleep by Lissandra, Scelair is a Frozen Watcher who was driven down into the Howling Abyss with his kin. For a long time they slept, waiting for their prophet who would wake them and restore the Freljord under their control. Sensing that the time is ripe, Lissandra has awoken Scelair, the Watcher who gave her the powers that she has now. Scelair and Lissandra are now planning to takeover the Freljord, in time.

(Short) Lore: A shift in the ice. Ever so subtle. But it does not escape from me unnoticed. A Frozen Watcher knows that the ice is immovable, unbreakable. The will of winter’s child is never easily broken. And yet it stirs, a disruption from my long sleep. Why am I here? I should be in the world above, ruling Freljord with my brethren. Wait. A memory. Two traitors within our midst. Avarosa and Serylda. Yes. I remember now. The remembrance angers me. To reward the humans by giving them powers to befit them of Iceborn, yet they had the gall to rebel against us, our righteous rule. But there was one, one who remained loyal to us. Lissandra. Always in awe of our powers. Eager to gain them, and use them. She was the only one who stayed with us. The only Iceborn to serve us with great devotion. A great battle, so long ago that I cannot remember many of the details. A fight between the Watchers and the Iceborn. I remember that we killed many of the Iceborn traitors. Threw down their bodies into the abyss in which a great bridge stood. And here we are, surrounded in the bodies of those we had slain, forced to sleep until the time comes for us to return back to the Freljord. Another shift. Much closer though. Has someone ventured into our lair? But who? The place is too deep and cold for any living being to come here. A figure. Not one of us. Only I am awake from the deep hibernation. Yet I sense cold emanating from the core of this being. Is it- “Watcher Scelair. Our time has come.” Lissandra. Our prophet.

Playstyle Scelair is an assassin, relying on his unique power to detect slowed enemy champions to score quick kills. Although a slow and rather immobile champion, his Cold Burst can allow him to get close to enemy champions, and burst them down with Icicle Spear and his autoattacks. Scelair should be built as a hybrid assassin, building some AD and a lot of AP. His passive, Will of the Watcher, renders him vulnerable at all times, but also augments his power significantly. Being a manaless champion, Scelair is gated mostly by his cooldowns, which can be long if CDR is not built on him.

Passive Creeping Death: Scelair instantly executes all slowed units below 8% of their maximum health. Will of the Watcher: Scelair loses and converts half of his armor to AD and half of his magic resist to AP. Q: Icicle Spear Scelair sends out a fast and narrow spear, passing through all units in its path. It deals 40/60/80/100/120 + (0.2 AD + 0.2 AP) physical damage. It deals 10% less damage for each unit it hits, up to a minimum of 50% damage. He can have up to 3 spears at a time. The spears apply on-hit effects as well as spell effects. There is a 0.25 cast time between each spear thrown. Scelair gains his maximum charge of spears upon kill or assist. CD: 8 seconds at all ranks. Range: 1000. W: Frozen Watcher Passive: All slowed enemy champions are revealed while slowed and for 3 seconds after they are freed from the slow. He detects champions within in his radius of 1000/2000/3000/4000/5000. Scelair’s autoattacks and damaging spells slow all affected units by 10/15/20/25/30% for 3 seconds, also dealing 4/8/12/16/20 + (0.4 AP)% magic damage of their current health over 3 seconds. CD: 20/18/16/14/12 seconds. E: Cold Burst Scelair disassembles from his current position, and crystallizes behind the target unit, dealing 50/100/150/200/250 + (0.5 AP) magic damage and snaring his target for 1 second. He gains 400 extra range for each enemy champion slowed within his radius. The cooldown of Cold Burst is lowered by 7 seconds upon champion kill or assist. CD: 10 seconds at all ranks. Range: 400 + 400(# of slowed enemy champions). R: Mortal Winter Scelair summons a freezing storm of ice around him in a radius of 3000/4000/5000, slowing all allied and enemy units and champions by 50% for 5 seconds, except for himself. This slowing effect cannot be dispelled in any way. He may end the spell early to deal 200/300/400 + (0.6 AP) magic damage, decreased by 20% for each second the spell is active. This damage can be negated by spell shields, item effects, and spells. CD: 300/200/100 seconds.
