Bilgewater Champion Idea

Basically a sort of gentleman thief that is so skilled he doesn't steal mere gems or gold, or any other material wealth, but rather he is known to be able to steal the stars out of the sky, people's desires and dreams, and even time itself. This idea came from rewatching the anime listed above, one that I recommend to those who like surreal stories with a person who wins by guile rather than power (there are differences in the anime and manga, with the anime having him focus on power rather than wit). He would have a familiar that gives him unique abilities, but only when he truly needs to use them (such as an ultimate).

Obviously due to copyright laws he can't be taken verbatim, but I don't think League quite has a gentleman thief, and I'm sure Riot can find a way to use this concept without stepping on the toes of other franchises. The closest is TF, but he's more of a con than an actual thief. I feel this would make an interesting addition to the roster, and would love to see what riot can come up with.
