Matchmaking Improvement

I had an idea for improving matchmaking. It's quite simple really? I'll include an example for clarification purposes.

Alright, so we've all had those games where there's that one player (or maybe more than one) that are just so incredibly toxic you'd rather not play with them again. However, (I don't know how common this is, but it happens to me all the time) even after reporting said player(s), you queue up for another game, and get those same toxic players on your team. Lovely, right? NO. So, how about we get rid of that?

Example:

Team A: P1, P2, P3, P4, P5

All game long, P2 is super super toxic, yelling at everyone, flaming everyone for every little thing, while also making huge mistakes on their own. After the game, P1 and P3, who are queued together, report P2 for unsportsmanlike conduct (whatever the report is called, I don't remember). P1 and P3 queue up for another game, and as soon as they find a lobby, P2 is on their team AGAIN. P1 and P3 are tired of P2's toxicity, and toxicity in general, so one of them dodges to avoid playing with them. Yes, they can mute P2, but that won't solve the problems of P2 then trolling them by coming into their lane and messing with minions or feeding the enemy laners. And yes, they can just report P2 again, but that's still another 20+ minutes they have to play with that player before reporting them again.

So, is it possible to remove the possibility of getting teamed with someone you just reported? How hard would this be to implement? It would improve general player enjoyment of the game, and would slightly decrease the dodge rate. Let me know if you have anything you want to add to this or if you have any criticisms. I'm open to everything!

Wait, i thought that was already the case, ok then, nononono, Just add a thing that makes you unable to get matched with, (still able to get matched against) the people in your block list.
