Just report and ignore it. You don't want to get in trouble for name and shame.
He got banned for thinking the language filter would let him say anything he wants about other people. With thinking like that I'm honestly not that surprised he's spamming.
dont you have to have 2 chat restrictions and then a 14 day ban to get perma banned?
