Im generally new to the LoL community as Ive only played for a few months and Ive come across skins in game that I would just love to buy but are no longer available in the store and I was wondering do we ever get a chance to purchase these limited time skins again or did you just have to be around at the time of sale to get a hold of the skin
Some come back occassionally (like Halloween skins) And some are retired perma or were only gettable through an event (like the PAX skins)
You just have to watch for when they put the legacy ones on sale :P
Depends whichs ones you're looking for. Harrowing-Halloween Snowdown-Christmas and General Legacys comeback atleast once a year.

We have both limited and legacy skins.
Legacy skins will periodically come back to the store. Examples of these are Kitty Kat Katarina, or Poro Rider Sejuani. Limited skins are removed once the event is over, and there is no guarantee they'll return to the store/be made available again. These would include skins such as Rusty Blitzcrank, Championship Riven and Victorious skins (Jarvan, Janna, Elise, Morgana).

Limited skins will be brought back [again] if Riot thinks the $$$ they earn by re-releasing those skins will outweigh the backlash that betraying their customers [again] will cause.
Legacy skins can be brought back at any time, but will almost always be tied to a special legacy sale or a bundle.
Oh just re-release Championship Riven at the end of every championship game. I have her skin already but it really sucks that both of Riven's best skins are either limited or legacy.
