Mastery 6 & 7 Question

When you gather your mastery tokens and are ready to exchange them you are given three possible options. Tokens + Essense, Tokens + Champion Shard, or Tokens + Champion Permanent. Can someone explain to me what the Champion Permanent is exactly

Its another type of crafting material. Its just like a Champion Shard that doesn't take essence to unlock.
