Customize Custom Games
TL;DR at the end, don't worry. This could be a very fun feature that could bring back the fun of "custom game modes" in custom games, like hide and seek!
[What is it] Just a toolkit that allows to create gamemode presets that are exclusive to customs. I made a small example for the champions in the link above, but it could allow changing almost anything to everything, from simply making every champion's base health lower to more complex things like having shaco's boxes range be the same as pantheon's ult but the duration is only 5 seconds.
In the picture, I also added more tabs so that not only champions, but also the game (time limit, different objectives, gold/5s, etc.), the map (limited to blue side, edit monsters/creeps stats, etc.) and/or items (price, stats, if a passive is unique, etc.) could be changed.
[Examples]
This way, someone could be able to make a gamemode where instead of being PvP, you could instead make this a PvE mode, where the team has to slay a baron-sized canion minion before the base is destroyed. Or, a hide and seek game where the cooldown of farsight wards is decreased but the ward dies instantly, oracle's range is bigger but for 2 seconds, hiders can only by supporting/movement items and seekers can only buy hunting items. Or, a game of tag where the last player hit becomes larger and faster while smaller players have short cooldowns on their abilities and everyone is limited to playing a specific roster of champions

You can have a racing circuit with Sions and use active items as powerups. Mario Kart in League.
[Why]
And with the item builds already in place, we already know that this is not only possible and easy to transpose to those different values, but there's already a similar system to share your presets. If a Rioter reads this, please bring this to the table because I feel like it would make league, for many people like me who get tired of normal games, a new and refreshing experience to try. It would also give life to a whole new community inside the game, since people clearly love these types of games. Like Minecraft's coming back in popularity after all these years, where's my hunger games mode in league??
[How]
Like with Item Sets, you could share this with a link or a string that would contain/compress this information into a more manageable information. To download one, you'd simply have to insert the link someone shared with you in the provided contextual box and the information would then be applied to the lobby. There could also be a rule page that could be made, either by the user or generated automatically, showing the major changes like a patch note (if shaco has his speed increased, then his icon would appear and it would say something like: "Speed: 345 445")
If that proves to require too much information in one link, then you could also export a preset file and upload it on leagues website, if they'd add a new presets section. Then, you'd only need the link to the preset page and the game would find the file by looking into the page. The rules could even be in the page, so the link would find both! Or you could also download it and upload it, assuming the rules are included in the file. And like I said, this is applied to the lobby, so players could download the file from there aswell. This would also finally give a use to finding custom games. I have never tried searching for a custom game before, as I only use it to play with friends I know. But if I'd see a custom game with a gamemode like "Sion Kart Double Dash", then I'd be excited to start looking there and trying new things.
[TL;DR] I want riot to add a toolkit for custom games that lets you customize the game even more, something that would work like making item sets that you could upload to share new gamemodes with your own rules to it. Risks? It will require to be made, since not everything can be scavenged from item sets. Benefits? More creativity, more fun and a brand new community of players in the game.
