This is actually a good idea. Not everyone has internet problems frequently and most people will just assume their internet works just like always.

Most people find out they are having ping problems when it is already too late and they are ingame and I doubt most people have the time to always check in custom games if everything is alright. We don't even need something in the client that constantly checks our ping to the game servers (I doubt that the client infos are located at the same place where the ingame data is stored), it would be enough to make a quick connectivity check when creating or joining a lobby. There could be a circle around your icon that is green if everything is alright, yellow if you ping is "meh" and red if you really have issues (ping over 200, packet loss). So if you see that your circle is red, you are able to check and maybe fix your problems, then maybe click on "re-check connectivity" and if it flashes green, you see it is alright and you can proceed starting your queue.
