New Keystone

There are a lot of bruisers or offtank champions that benefit from many of the resolve secondary runes but they can't use any of the keystones (At least not as well as other options) Which forces them to use a page mostly for the keystone and take resolve as secondary but they can only pick 2 of the otherwise 3 secondary rune options. Is the Dual Pen/ Offensive Keystone in Resolve tree still under development/ did it become Conqueror or did it get dropped?

P.S sorry if this is not the correct thread to post this but i was not sure if i should put this at gameplay (since it is referring to gameplay) or in Concepts (since it is a concept that has been discussed many times)
