Teemo cost nerf

The beloved 1350 champion, Teemo, carries an infamous virus that causes cancer to not only the enemy team but the allies as well. Intelligence suggest that Teemo should not cost 1350 IP nor should it cost 450, even free might insult some avid Teemo users. A proposition has been made to nerf Teemos cost to negative so that Riot pays the Teemo user, and not the other way around. Take a stand and rebel against the axis so the cancer can end.
