Birthday Shop Idea

My idea is basically creating a shop that gives discounts on items (like the Lunar Revel shop) to players, but on their birthday. I'm not sure on the technical side of things if that would even be possible or how difficult it would be to implement if there was some sort of framework for it already, just an idea I had.
