The kit sounds good but your numbers are awful. He would be broken beyond belief

Your E reminds me of Galio's E, except yours also slows the enemy. Still, Galio's deals damage and speeds his allies up to 50%. May want to slightly buff that ability.

The W is a bit much, slowing enemies on each hit when active. May I suggest maybe making a 3 hit combo that applies a stack of slow? That way you are still able to slow multiple targets, which is what I think you're going for? As far as the "inactive" bit, why not just make it a permanent passive effect? Many other champions get additional passive buffs from their abilities. Of course, if you choose that, you would have to decrease the movement speed buff by a lot. (like 3/5/7/9/11 or something.

The Q is honestly crazy, lol. It's somewhat like Kha'zix leap, which only deals 65/100/135/170/205 (+20% bonus Attack Damage). However, those numbers are for a fighter class, which is meant to do a lot of damage. You tagged this champion as a tank/support. Of course, make what you would like, but keep in mind, tanks/supports are meant to deal the killing blow. This ability has a high threat of stealing the kill from your adc carry.

Hope this helps!

The numbers are just placemarlers really :b however with the W. We made it that way so you have to choose one or another based on the situation.

I think my main problem with the W is trying to think about how to balance it. Like, as far as Mana cost. For what you described, either the active and inactive should cost mana (or energy/fury/whatever). But that makes a problem where you're always using mana whether it's toggled on or off. Do you see my concern?
