Before I post the rest of this, I would like to take a moment to state that I am not an artist and as such cannot supply visual guidelines or representations of my champions that I envision. The goal of course here is to make a champion that can be considered "balanced" enough to make it into LoL, and as such I encourage discussion in that regard. If anyone would like to draw a champion of mine, please let me know and we can discuss what I've envisioned as far as look or "feel" to a champion's appearance. Also, comments in general are just really really nice. ^-^

Name: Blanche, the Tinkering Techmaturge

Age: 18

General Concept: The goal for Blanche then is a character that feels like a tinkerer, a playful gear-savvy inventor who relies on those skills for prowess. I liked the idea and feel of a playful tinkerer who cobbles together (or tears apart) gear to create something improved or altogether different. I really want players who play Blanche to feel encouraged to experiment different items on her to find the best way for them to play her.

Attack Damage: 50 + 3.1 per level. 102.7@ level 18.

Attack Speed: .67 + 3.1% per level. 1.02 @ level 18.

Passive -Tinkerer's Delight

Whenever Blanche attacks an enemy, all actives of items in Blanche's inventory have their cooldown reduced by a second, this effect is doubled against enemy champions. In addition, Blanche gains 2% cooldown reduction for each non-consumable item in her inventory that has an active effect.

Q - Gaslight Gizmos Blanche generates gaslight gizmos, which fly around her character, up to a cap. She can release a gaslight gizmo, which flies towards the nearest allied champion, granting them a shield which absorbs up to 80 (+.15 ability power) damage over the next 3 seconds. Casting additional gaslight gizmos beyond the first, resets the shield duration on the target, and adds additional shielding to the target equal to 40 (+.15 ability power). If there are no allied champions within range, Blanche instead applies the shielding to herself, equal to half the amount she would have granted.

Range 650. Gizmo Cap: 2/3/4/5/6 Radius of effect: 300 Cooldown: .2 seconds Cost: 25 mana. Gizmo recharge rate: 12s seconds.

W – Dismantle Passive Blanche’s auto attacks strip her target of defenses. When Blanche hits an enemy champion with an auto attack, she removes a portion of the target’s armor and magic resistance for 3 seconds. This can stack up to three times. Active Blanche releases a gizmo on a target, dealing 80/120/160/200/240 (+0.6 per ability power) magic damage in a zone over 5 seconds in an area around the target, and dismantles the opponent's gear, causing them to have 10/15/20/25/30 reduced armor and magic resistance for 3 seconds. This debuff does not stack.

Armor/MR shred: 4/5/6/7/8% Range: 650 Cooldown: 12 seconds. Cost: 60/70/80/90/100 mana.

E - Hyper-Dimension Translocator Blanche fires a gizmo that adheres to the first target hit. After a brief delay, Blanche can fire a second gizmo towards a different target area, which teleports the first gizmo (and anything attached to it) to the secondary gizmo’s location.

Range: 650. Cooldown: 22/21/20/19/18 seconds.

Cost: 100 mana.

R – Gizmo Prime Blanche starts to construct Gizmo Prime, channeling for 4 seconds. At the end of the channel, Blanche creates the Gizmo Prime, a vehicular construct that has increased movement speed, has health and can be damaged. Blanche then drives Gizmo Prime for the duration, knocking aside enemy units. Allies can right click to enter or leave Gizmo Prime, joining Blanche for the ride. Blanche ends the ride early if she collides with terrain. Gizmo Prime cannot be affected by crowd control while in effect.

If Blanche is attacked while building Gizmo Prime, she isn't interrupted. Instead, the damage is dealt to Gizmo Prime's health, reducing it's total by the amount dealt.

Gizmo Prime Health: 400/600/800 (+.25 Ability Power) health. Movement Speed Increase: 25/35/45% Duration: 15 seconds.

Lore

Though Piltover, the City of Progress, has been hailed by many as a place of prosperity, it too has its dark corners. One such area existing on the outskirts of the city is an area known to locals as Fruitless Hollow, a slum filled with citizens of Piltover who cannot keep step with its rapid progression. Within the hollow, crime rates soar, bandits terrorize locals, debt runs deep, and what little techmaturgy that can be afforded is kept jealously hidden from greedy eyes, until it degenerates into unstable forces of magic.

It is within this hollow that Blanche was born and raised. A regular grease-monkey and urchin since an early age, Blanche survived the harsh streets without a home by a combination of intelligence and luck. Taking discarded and dangerous pieces of techmaturgy wherever she could find it, Blanche deftly learned the innermost workings of constructing them, and repaired them for a small profit. Soon, not only was Blanche repairing existing hextech, she was improving them with her own revisions. Eventually, tiring of limited parts and desiring more "toys" to deconstruct, Blanche devised a plan to infiltrate the famed academies of her city to steal away items to dismantle.

Blanche's plan ended in failure as she was immediately discovered by Heimerdinger the Revered Inventor. Instead of being turned in on the spot, Heimerdinger noticed Blanche's talent and offered her a place at the Techmaturgy academy. Initially met with criticism over her origins and seeming lack of original designs, Blanche was shunned by her peers. Tiring of their taunts, Blanche promptly dismantled every existing project in the classroom within seconds, much to the surprise of her instructors. Years later, Blanche emerged from the famed halls of the academy with a complete education on techmaturgy, a charming attitude, and memories of a time of hardship. She has joined the League of Legends in order to gain the influence necessary to improve the lives of those who live within the hollow.

Playing as Blanche Blanche works best in situations where she can take advantage of her debuffs and enhancements, so plan accordingly.

Using Hyper-Dimension Translocator at the correct time can get the drop of unsuspecting foes.

Proper use of Dismantle can secure a swift victory due to its defense reduction capabilities.

Playing against Blanche Blanche has no form of sustain. Punish her for being too aggressive.

Blanche's passive allows for active items to be used in swift succession. Be wary if she is allowed to harass you with attacks.

Appearance

Classic: Blanche has dark brown hair cropped short on her head. Blanche wears a dark red long sleeved coat tailed top with lace cuffed edges and Capri-styled pants with long socks and spats. She carries her modified parasol, which looks to be made of clockwork.

Piltover Customs Blanche: Blanche wears thick engineer coveralls, thick gloves, and is stained with grease, and wields a clockwork wrench. Gizmo Prime becomes an old-fashioned buggy.

Imperial Blanche: Blanche is wearing a blue kimono-style outfit complete with geta and obi. She carries a traditional wooden umbrella.

Entrepreneur Blanche: Blanche is dressed in a top hat, monocle, and wears a tuxedo with pinstripe pants, black dress shoes, and a white bow tie. She carries a black umbrella around with her.

Elegant Blanche: Blanche is dressed in a white flowing dress complete with white gloves, corset and a sensible feminine hat and carries around a lacey pink parasol.

Animations

Death: Blanche's parasol falls into pieces as she falls forward onto the ground, bits of gear and machinery spilling out from around her.

Attacking: Without real elegance, Blanche bashes her enemy on top of the head with her parasol.

Critical Attack: Blanche swiftly strikes upwards with her parasol.

Casting Dismantle: Blanche points her parasol like a gun and opens it.

Idling: Blanche pulls out a wrench and tweaks her parasol, scrutinizing it thoroughly.

Walking: Strolls while twirling her parasol in one hand.

Dance: Singing in the Rain - original motion picture dance.

NOTES

Tinkerer's Delight only counts each item slot that is filled, not individual stacks, so the maximum amount of cooldown that can be attained in this matter is 12%.

I like the concept. I'm just a tad bit confused about her R. Could you perhaps elaborate more on it?
