The Mystery Skins have just came back for the end of the recent event. I was wondering if it is possible to get a Limited Edition skin such as Red Card Katarina from a Mystery Skin or a Mystery Chest. I was told by someone that I could but I'm pretty sure that it is not possible.

Legacy skins are available via Mystery Gifting!
From the Mystery skins FAQ -
"A skin for any Champion that your friend owns is eligible for Mystery Gifting, as long as it's worth at least 520 RP and is available in the store. This includes Legendary and even Ultimate skins! Legacy skins will also be obtainable as a Mystery Skin EXCEPT Achievement skins, Collector's Edition skins, PAX skins, Rusty Blitzcrank, Urf the Manatee, Championship Riven and Riot Squad Singed."
You'll want to check the below support article. Legacy Skins can be Mystery Gifted while Limited cannot (Red Card Kat is Legacy).
