Yasuo skin ideas and questions on skin development

In my opinion, Yasuo is the best champion in League of Legends, and I really enjoy both of his skins.

He just needs two more.

Redeemed Yasuo & Elementalist Yasuo

In my opinion, Yasuo's story is just as redeemable as Riven's is, which is why I feel Redeemed Yasuo could be a really cool creative skin, without being a 1350 RP skin.

I think there would be few people who would want to pass up the chance to bend all the elements, like an Avatar. I know there is some way that, like the other ultimate skins, the skin could have the ability to change "states" altering appearance and sounds.

These are just my ideas and opinions, so feel free to comment shortly or at length about them.

My question(s) is: if I wanted to make both of these skins, completely on my own accord by myself, how would I even begin? What program(s) do I need to make a skin? What parameters are there? What programming language do I need to know? What am I not thinking of?

If I knew how to make either one of these skins and be able to make it in the quality that Riot expects, I would absolutely make it and present it free of charge for them to take without any catches.

I guess what i'm trying to ask is, how can I make a whole skin and if i was able to, would Riot take it even if it was free?
