Skin selection in champ select

from what i remember we were going to be able to go into a match and play our favorite champs but when we choose a skin we never use most of them we just use one and never change it again. this i fight is a problem because i thought there was a feature that would be added that would allow us to get a random skin that we own at all times and not have to manually do this its all fine and all if i'm wrong but i would love to know about what happened to this feature.
