Adding 10% cdr to GLP800?

With the new runes mages are not at a good spot right now. Itemization towards 40% cdr is difficult on champs like lissandra because she also need to itemize toward Zhonya (crucial to her gameplay) and Magic Penetration (strong tank meta). Other champs like viktor can also benefit from it.

I'd say wait for the entire rune thing to settle down. Meaning wait till monday to see how things change. We cannot just go ahead and buff something which can potentially make the game even more crazy than it already is right now.
