Hextech items cd not affected by cdr?

Please correct me if I'm wrong but it seems like champion cdr doesn't affect hextech items cdr (e.g. GLP800)? But Zhonya's cd is affected by champion cdr? Is hextech's cooldown a separate system that's not associated with champion cdr? (i get 40 sec cool down with 5% cdr and 45% cdr)
