BoRK and Liandry's rework idea

Problem: Bork is underwhelming at the moment. It only synergizes with AS-dependant champions and is lacking in power to stop tanks which are rampaging through the meta. Liandry's is shit at stopping tanks or bruisers. It's only bought on Teemo and Kayle or Vlad once in a blue moon.

New BoRK: Bilgewater Cutlass (1650) + Serrated Dirk (1100) + Recipe (650) = 3400

Stats: +45 attack damage +20 armor penetration +Unique Passive: 10% of physical damage dealt is restored as health. Only 33% effective for area-of-effect damage. +Unique Passive: Ruination: Physical damage abilities and basic attacks deal bonus physical damage equal to 6% of the target's current health (min 10) (max 60 vs monsters and minions). Does not work on DoT damage. +Active: Steals 10% (+1% per 50 bonus Attack Damage) of target's maximum health as physical damage and 25% movement speed for 3 seconds. 550 cast range. 90 sec cooldown.

What changed? % currrent HP damage now also works on abilities as long as it deals physical damage (sorry, corki). This allows ADCs with poking abilities to proc the damage on tanks before engaging or while trying to kite. It does not work on DoT damage for obvious reasons. The proc might be disabled in certain interactions, such as with Ashe's Q, Pantheon's E, Garen's E, Shyvana's W or Jarvan's passive.

It also now features a universal physical damage lifesteal+spellvamp ala Death's Dance, but at a lower % and shares the unique passive with DD. Combined with the Ruination passive, you can now sustain better while trying to fight off tanks or high health bruisers. DD still has higher total AD, cdr and the Death Delayed passive.

The active now scales with bonus AD, allowing Assassins who builds high AD to burst down tanks or adds a surprising amount of life leech when in teamfights. At 500 bonus AD, the active now deals 20% of max HP.

tl;dr: better on bruisers,and assassins. worse on jax, yi, kayle and devourer junglers. Not sure about ADCs.

New Liandry's Haunting Guise (1600) + Fiendish Codex (800) + Recipe (1000) = 3400

Stats: +250 Health +50 Ability Power +20% cooldown reduction +Unique Passive: Eyes of Pain: +15 magic penetration +Unique Passive: Liandry's Agony: Magical damage abilities and basic attacks deal bonus magic damage equal to 4% of the target's current health (min 10) (max 100 vs monsters and minions) over 2 seconds. Damage is doubled if the target is movement-impaired. Works on DoT damage. +Active: Deals 15% (+1% per 100 Ability Power) of target's maximum health as magic damage over 4 seconds. 450 cast range. 90 sec cooldown.

What changed? % current HP damage now has a minimum just like BoRK and does the same amount of damage but over a shorter duration. This is to compensate for the brand new 20% CDR added to the item and the fact that it triggers on DOT damage, which allows mages to constantly whittle down tanks with faster rotation of abilities. Health and AP is nerfed also due to the whooping 20% CDR bonus.

It also now procs solely on magic damage (RIP AP Zed and AP Darius) and can be coded to not work with stuffs such as on-hit effects. DFG IS BACK or so part of it. It's more of TT's Blackfire Torch active just incorporated into Liandry's for better tank busting abilities. With AP scaling as the icing on the cake.

tl;dr: added 20% cdr so mages can spam shit at tanks, added DFG active (without magic damage amp), reduced AP and health.

Blade and Liandry's is in a good spot right now, with tank dominance right now they can use some buffs TO HOW THEY ALREADY ARE. Overall they are in a really good spot.
