Is there a reason why Riot decides to leave skins out of visual updates?

Once upon a time, there used to be a very nice renekton skin. Rune Wars Renekton was its name. The skin used to be one of, if not, the best renekton skin.......then they visually updated the champion and that skin became garbage tier? Come on. I just really feel like that skin needs to be updated, and I feel that Riot in general needs to stop leaving skins out of champ visual updates. UPDATE RUNE WARS RENEKTON

Btw they also did this to scorched earth renekton lol..

guys in the community, help get this post to the point where riot will see it.
