Locke: The Dreaded Counselor (Support hero) [Detailed!]

Locke, the Dreaded Counselor, is a lawyer themed champion. As such, he is best at helping others achieve their goals, and thrives in the support position (though he may be able to jungle as well). Locke focuses on deceit and hard CC to Locke down his opponents (hold for laugh).

P- Habeas Corpus: Locke has a constant aura around him that gives True Sight on enemy champions in bushes. Any enemy champion under the effect of Habeas Corpus will be marked, and any CC effect including allies' effects will last .5 seconds longer.

Q- Ademption: On ally cast, heals for X (+ap scaling) and after a few seconds heals again for X (+ap scaling) and provides a small speed boost. On enemy cast, heals for X, then after a few seconds damages for X + Y (+ap scaling) and slightly slows them (increased by .5 sec if marked by Habeas Corpus).

W- Persona Non Grata: Enemy champion has vision severely reduced. If enemy champion is marked by Habeas Corpus, this effect lasts .5 seconds longer.

E- Lacunae: Locke creates a dark "gap" on the map. Any enemy who touches the wall is stunned for .25 seconds (increased to .75 sec if marked by Habeas Corpus) and continue to be slowed while moving through it, or if they touch it again (can only stun once per target, but may slow during entire duration).

R- In Terrorum: Locke creates a fairly large zone on the map. Allies who stay within the zone will be healed. The first enemy who exits the area will be feared for 3/3.5/4 seconds (increased by .5 sec if marked by Habeas Corpus), all other enemies who exit the area will be slowed by 15% for 3/4/5 seconds (increased by .5 sec if marked by Habeas Corpus).

Uses

P- The passive's main use is to counter the use of bushes in the game. Champions faced against Locke will be deterred from the bushes, and have to fight out in the open to prevent the extra CC effect. The aura would be slightly bigger than Amumu's w. Even if you have vision of the enemy within the bush, Habeas will still mark enemy champions within the bush.

Q- For allies, this provides a small heal at first, then after a short delay doubles. The total heal would be slightly less than a direct Nami W. On enemies, the heal is designed to make enemies misjudge their remaining health. The heal amount will always be less than the damage done after a few seconds. If the enemy is at full health, this becomes a pure damage tool after a few second delay. Your question may be "why use this when there are so many spells that just do damage", well the whole point is to make the enemy think they have more health than they actually do. It is a good tank busting tool, since the same amount healed will be removed plus extra damage will be done. Tanks very often will engage, and pull out when their health gets low. Ademption will make them misjudge when that escape point is. The chance of saving an enemy is very low, since all the damage you heal will be taken away, plus damage will be done based on the level of the skill (the Y value) and your AP scaling. Maxing this ability first will cause that Y damage to scale much higher than the X value. Remember, the X value is less than half a nami heal, so your heal on the enemy will be small but hopefully cause enough deception for them to overstay their welcome. This also dissuades Locke from stacking shield/heal power and being a healbot (though its certainly a viable route if you focus it on allies). HEALS ON ENEMIES WILL NOT PROC ATHENES EXTRA HEALING.

W- This ability is designed to mess up carries. Reducing the vision means that point and click champs will be basically unable to use their abilities at all, AA will be limited in range, and skillshots will be shots in the dark. Think of it as a single target Noct ult, or a graves W that is point and click instead of aoe. The purpose is to just get the carry confused and scared while your team can focus on other targets. It can also be used on engagers or assassins if you want to make them confused about what's going on. Melee champions will be hurt less since they will still have some vision, but the inability to see is never a strong place to be in.

E- This ability is designed to split an enemy team. When the enemy tank engages, or an assassin dives in, using Locke's E will slow down the rest of the team, or if you place it between their team allow you to split the enemy team and pick off anyone on your side of the gap. It will also be useful as a gank disruption, where you can create a wall to block off an incoming gank, at least temporarily. Think of it like a Veigar stun, with a Singed slow after effect, in the shape of an Anivia wall, but more square, shorter in length but thicker.

R- This ult will help change the landscape of a teamfight. Enemies will be cautious to move outside of the area, and will prefer to fight inside of it. Your teammates want to stay inside for the heal. Basically it can constrain the area of a teamfight, or be used for some great counter engage. If your team has knockbacks (like a Lee R, an Ali W, etc.) you can pick who gets feared (like the carry with all the kills) and watch the rest of the team slowly try to save them. Great synergy with J4 ult, Camille ult, or anyone who locks people down to pick a good solid area.

Strengths/Pros

  • Hard CC and separating ability can help the team stop a snowballing carry
  • Synergizes well with other champs with CC due to his passive and area of effects
  • Can trick tanks into overestimating their life, making it easier to catch those tanks who escape with very low health, or to catch any low health target if they try to escape with low health
  • Passive dissuades enemies from using bushes, since hiding in bushes makes them susceptible

Weaknesses/Cons

  • Melee champs won't be heavily effected by W, and merc treads/tenacity will make Locke's CC less powerful and he doesn't have much else to offer
  • Low damage. With only 1 damaging ability, Locke is like Rakan, useless without a teammate.
  • No mobility. Although he has plenty of CC and his W to help him escape, he can be easily hunted down and killed with bad placement
  • Can be outranged and kited. A carry with a long enough range could avoid being E-W'd (but if you can catch them with that combo your team will have great follow-up)

Why would I pick Locke?

Locke is an excellent choice when you want early kill pressure with CC, and the ability to shut down a single snowballing champ. His W, E and R can all limit high mobility carries, especially those with short range (looking at you Kataria and Yasuo). Locke can pressure the botlane out of the bushes, and force them to fight outside of them. Locke has a strong early game, and a decent late game with focused objectives. Supports often struggle late game without specific goals, and Locke's goal is to limit the snowballing champ. Locke's passive works extra great with junglers with CC, with many botlanes using bushes to escape. If Locke can stay close on their tail he can grant vision and lengthen the CC to get those early kills. With 2 point and clicks and 2 aoe's, Locke's abilities are not hard to hit and have big impacts.

Why wouldn't I pick Locke, he seems OP and lots of fun?

He will be fun! But there are certainly weaknesses. Long range carries can kite and avoid his abilities, and can still throw out some damage even when vision is reduced (Lux, Cait). He has no mobility, so if your ADC is pushing, your level 1 E and W won't save you from a determined jungler. If the enemy has heals or shields, your Q on enemies might be reduced in its effectiveness (though still shouldn't benefit the enemy team, unless you are really bad in some unique situations, I.E., you q the engage, he uses that extra health to cause enough disruption, and gets shielded for some/most/[dare I say all] of the damage and still slide out).

Visuals

Locke's closest visual companion is Vlad, dressed elegantly but with pants not a flowing robe, or like a more serious Rakan. He is the same race as Xayah and Rakan, but unlike the goofy duo has no sense of humor. Locke is cold and uncaring, disliking champions who are silly, such as the gruesome two-some of Xayah and Rakan especially. Locke is potentially aligned with Noxious, and admires champion like Darius for his bravery and stoic nature (though he may also admire his big....axe).
