Not trying to be a downer, but just curious. Has Riot ever made any of the skins, etc. that the community comes up with?

I don't think there have been any champion concepts that Riot has actually converted into an actual champion, but iirc I saw someone on the creation team say they crawl the boards sometimes and post things they think look cool. It's not far-fetched to say that something someone posted didn't inspire a concept that a Rioter created. There are tons of rumors about Kindred being DhaMa and Jhin being Deadeye from player creations, but when you look back they're entirely incompatible 90% of the time.
Otherwise, the skin ideas definitely get a decent amount of facetime. Dunkmaster Darius was a brainchild of the community that Riot took action on.
