Sally Mae, the Warden's Daughter

Innate Passive - "Crime and Punishment": 1000 units range

Enemies within 1000 units of Sally that damage her, or one of her allies, gain a Wanted stack (Max 5), decaying 1 per second out of the range.

Sally Mae's basic attacks deal 10 (+1 per level) bonus true damage per stack.

Kills or assists on fully Wanted enemies (within 8 seconds of her damaging them) grant Sally Mae 50 (+1 per level) bonus gold.

Note: Named after one of my favorite novels by Fyodor Dostoyevsky :3

Q - "Whiplash": 850 units range; 10/9/8/7/6 second cooldown; 90/95/100/105/110 mana cost

Sally Mae cracks her whip in a target direction, dealing 45/90/135/180/225 (+100% bonus AD) physical damage to the first unit it hits.

If "Whiplash" hits a fully Wanted enemy, Sally Mae is rooted in place, but the enemy cannot move outside the range of the ability, unless Sally Mae moves, is disabled, or dies.

W - "Bruising Strikes":

Sally Mae's basic attacks and "Whiplash" apply Bruise stacks to enemy units, decaying completely upon leaving combat (Max 3). Bruised enemies' Armor is reduced by 1/2/3/4/5% per stack.

E - "Cruelty": Self range; 12 second cooldown; 50/60/70/80/90 mana cost

Passive: Sally Mae gains 15/20/25/30/35% bonus Movement Speed when moving toward Wanted enemies.

Active: For 5 seconds, Sally Mae's basic attacks and "Whiplash" slow enemies by 15%, and deal 50/85/120/155/190 (+80% AP) bonus magic damage to enemies below 5/10/15/20/25% 20% of their maximum health. While this ability is on cooldown, Sally loses "Cruelty"'s passive Movement Speed bonus.

R - "Dirty Dealings": 1000 units range; 120/100/80 second cooldown; 100 mana cost

Passive: 25/50/75% Attack Speed

Active: Enemies within 1000 units of Sally Mae become fully Wanted, and allies deal 10/20/30% of their damage as bonus magic damage to Wanted enemies for 8 seconds.

**Backstory: ** Sally Mae lives in a shanty town on the outskirts of Bilgewater. With her southern bell voice and voluptuous looks, most outsiders wouldn't think ill of her, but the locals know better. As the warden's daughter, she's granted free reign to do what she wants with local law breakers, often hunting them down for sport. But should someone -- anyone -- dare to cross her, or ruin her fun, she'll sooner skin them alive, than let them rot in jail. Why she wears saloon girl clothes, you may ask? It's a hobby.

"Don't worry sugar, I don't bite...but my whip does somethin' fierce~." ~ Sally Mae, the Warden's Daughter

**Kit Explaination: ** I wanted to create a kit that supplied a champion that thrived on long skirmishes, but gave it some weaknesses, as well. Sally may pack a mean punch in the long run, but with lack of hard mobility and CC, her enemies have ways of working around her, and those that can either sustain her out, or all-in her effectively, can counter her pretty well.

She's also ranged with a rather short basic attack range (500 units), and her basic attacks have a wind up, similar to Thresh and Kalista.

Overall, she would be a squishy-ish, ranged top-laner that likes long, drawn-out fights, and I think that I've supplied her with a kit that fits that outcome.

Feel free to give me any feedback, as I like to create champion concepts for fun, and would like to make even more in the future.

Concept Art (Just a mock up, for basic composition and visual design. If anyone wants to see an actual classic skin art for her, feel free to let me know.)

So you are aiming for a heavily poke type champion? You wear the enemy down before suddenly assassinated them when they reach low health. I think the max health scaling on her E should be removed and replaced with a fixed value e.g. 20%. Overall a great concept with nice detail.
