Buy 1 Mega Orb, A Key Fragment, and 10 Blue Essence Buy 1 Great Orb, 2 Key Fragments Buy 1 Great Orb, and 1 Good Orb or Buy 2 Good Orbs, and 20 Blue Essence.
Can't you get 10 tickets per day with the daily mission "win one matchmade game"? If yes, that brings the total to 340 free tickets. For how to spend them, it depends on what you want: legacy skins? Mega Orbs. Just skins? Great Orbs. Want a specific hextech skin? Then try your luck with the according Orb. There's no real "best", it depends on what you want. If you just want a lot of things, I guess Great Orbs are what you want?
