idea for old players wanting a new account

So I am leveling an account right now after already having a level 30 account and ranked, as I am leveling most of the people I am playing with are smurfs as well. An idea occurred to me, why does Riot not sell level 30 accounts like some of the MMOs are doing now, I know Star Wars: The Old Republic is doing this with new characters which is slightly different. I could see this being the same price as a server transfer, and it would have to have some limitations to it, one comes to mind almost instantly, you cant buy the new account until you are level 30 on the account you are buying it on. Riot would profit from this a lot since most high elo people make smurf accounts and it also gives an easy "fresh start" to low elo players. The one thing I'm fuzzy on is the idea of the ip and which champions would be unlocked when you buy the account.
