It would be a Whale Tahm Kench wearing a party hat and suit. For his lick he could shoot out a party blower with a matching sound effect. For his ult he could mark the spot he's teleporting to with a birthday cake and then he bursts out with streamers.

I just think the name and ult would be pretty funny.
