So like, since the patch everyone has been all like "They are coming out today!", every single day of this week so far. It's Saturday and the skins still aren't out. Does anyone ACTUALLY know when the skins will be released?

Riot doesn't give out a release date due to the fact that they might run into an issue with the content before release, so no, no one can give you an exact date.
Skins are never released on the Weekends, so just go on and do something else for awhile :P
They will generally release skins on a Tuesday or Thursday, so you have to wait a bit.
